Russian passport photo dimensions

MVD Order No. 996, paragraph 35, sets a 35 × 45 mm photo with the head and upper shoulders in close-up and the distance from crown to chin not more than 80% of the frame height, 36 mm of 45; no minimum is given. The regulation sets no month limit, but the photo must match your current age.

Uploading through Gosuslugi

The photo is sent as an electronic file through Gosuslugi. The regulation sets no file format, size or dpi; those limits appear only inside the logged-in form. For the 10-year biometric passport the photo printed in the document is captured digitally at the MVD office or consulate; the upload is only for the application.

Prints for consulates

Consulates abroad require printed photos for the old-type 5-year passport, with the count varying by consulate from 2 to 5 and the face taking 70–80% of the photo. The domestic passport uses the same 35 × 45 mm white-background frontal rules.

Glasses, coverings and clothing

People who always wear glasses are photographed in untinted glasses with the eyes clearly visible; dark glasses or an eye patch only for medical reasons, and no lenses that change the natural eye colour. No head covering unless religious beliefs require one that does not hide the oval of the face. No uniform or outerwear, no scarves over the chin, no retouching.

How to take a valid photo

The shared ICAO points first, then what this authority adds.

  • Have someone else take the photo at eye level from a few steps away; most authorities reject selfies.
  • Face the camera straight on with your head level, both eyes open, mouth closed and a neutral expression.
  • Light the face evenly: no shadows on the face or the background, no flash reflections, no red-eye.
  • Keep the photo as taken: no filters, retouching, background replacement or AI edits.
  • Only you in the frame, nothing covering the face, hair away from the eyes, no uniform.
  • Leave space around the head and shoulders so the crop can follow the guide.
  • If you always wear glasses, keep them on with untinted lenses and the eyes clearly visible; dark glasses only for medical reasons; no lenses that change eye colour.
  • No head covering unless religious beliefs require one that does not hide the oval of the face.
  • Strictly frontal, neutral expression, mouth closed, eyes open, hair not covering them.
  • No uniform or outerwear, no scarves covering part of the chin, no retouching.
